I will much appreciate your thoughts on the following scenario:
A Canadian Citizen for 23 years has a criminal record as of 2018 September. He was given a suspended sentence with one year probation which he completed without any further punishment. The victim was unrelated and it was not considered a violent offence but the individual was charged with an assault.
Now the Canadian Citizen is legally married in Canada and wants to sponsor his Spouse who is on a temporary visa as a Student.
Does the individual meet the criteria to sponsor, in view of his past criminality. Or does he have to apply for a pardon first?

Sorry, I missed that part. Based on what you are saying, the person should be eligible to sponsor and does not require a pardon. There is a comprehensive list in this link.
