You don't apply for PR and sponsorship separately, they are essentially the same. Both the sponsor's forms and applicant's forms are submitted at the same time.
There is no problem submitting an outland application while in Canada. The inland guide clearly states that applicants can choose to apply outland to take advantage of the faster processing times.
You fill out the outland forms and send them in. Indicate her current address on the forms where requested.
so i just grab all documents for family class and fill and send them?
how is it possible, then everybody would do same, does she have to leave Canada to get her visa or PR afterwards?
this is so very confusing. how can it be outbound if she is inside of the Canada?
will Canadian embassy contact her Country to give her entry visa and do we have to send her passport back to her country?
or because she is already here they will just give her PR card instead?
A lot of people do not read the guides and therefore don't know that they can apply outland while inside Canada.
If she requires a visa, then she will need to send her passport to the VO to get the visa placed in the passport. My wife's passport request e-mail included an option to send it to Ottawa for stamping. If that continues to be the case, then she will need to send it there, then she will get it back along with her COPR. To become a PR she has to either flagpole at the nearest US border, or you can contact a local CIC office and make an appointment. THe wait times can be quite long so it's often preferable to flagpole (depending on your location of course).

I am going to fill up all papers then and ship 'em out to whatever address is there in those guidelines.
I was worried about govnt thinking that I was doing fraud or something by sending outbound application by her living in Canada.
Too many people abuse system and then people who actually do stuff properly get stuck in the process.
I guess i'll do:
1. fill ( Application to Sponsor a Member of the Family Class) up
2. pay fees
3. send them out
4. hope everything goes well
