I'm asking this for a friend who's a Canadian citizen & has recently brought her parents to Canada (PR). Her only problem is a 27-year old sister (single) who is left alone. She once tried to get a student visa (college admission) which was rejected. I was wondering if there's any way she can bring her sister too.
Bringing your family to Canada is a wonderful thing, but it also hurt when a close member of your family left alone.
Please, guys, help me with this as my friend is really depressed these days. Even a visitor visa would help her, but I heard the chances of getting such visas are quite low.

As said above, your friend cannot sponsor her sister.
If her sister wishes to immigrate to Canada, she will need to qualify independently through an economic immigration program like Express Entry or PNP.
If a study visa was already refused, I would recommend they hold off applying for a TRV or another study permit until they can address the reasons for refusal of the previous visa.
