I am reading the instruction guide for this question on 1344 and it states:

Complete this section only if you are a Canadian citizen living outside of Canada and you are sponsoring a spouse, a common-law or conjugal partner, and dependent children who have no children of their own.

I am a Canadian, living in the US, and am sponsoring my spouse; but our children are Canadian, so they are not being sponsored. The way I read this, I wouldn't fill this section out? But that seems incomplete...
 
Actually, I just opened a blank form and noticed that this section is red, which means you have to answer it, right? (And when I try to unclick my orginal checkmark, I cannot, unless I change the answer to "no"). So, just confused now, because it seems an answer is required which contradicts the directions

It says AND though, not OR, so I figured that meant you had to meet all of the criteria

Don't be so technical. I looked at the form you were talking about and you should answer YES and select if you intend to live in "a Canadian province or territory other than Quebec" or "the province of Quebec."
