My birth mother passed away when I was 12 years old. My father married my step mother (again when I was around 12 years old). My father passed away recently too.

1. I am trying to understand if I can sponsor Canada PR for my step mother. If yes, please help me with some pointers on the the list of supporting documents I need to submit.
2. I also read in forums that if my step mother adopted me I can sponsor her PR - is this true? If yes, what documents would I need to provide for this route? (Context: I am from India - if this helps in determining the type of documents that would be needed)
3. If I cannot sponsor her by above means, is there any other way for her to get Canada PR? Ready to go for the investment PR route as well? If yes, please help with some pointers.

1. No. She is not your parent.
2. You are too old to be adopted at this point.
3. You can take a look to see if she qualifies under other economy stream. (her education, work experience, language skill...etc) I don't know of any active investment PR. There may be some for starting up and running a businesss but I am not familiar with that route.

I am not familiar with legal adoption process and document in India. So if you were legally adopted, did you put her as your parent in your PR applications before?
Others may be able to help on the India specific question.
 
In the application I had added her as my step mother in other family member section. Mentioned my birth father and birth mother as father and mother respectively and my step mother as step mother. I did not know back then I I should have done anything differently? Please advise if I should be making any amendments there, thanks

You can’t change your PR application now. Did she legally adopt you? Given how you filled out your PR application, it seems she didn’t legally adopt you. How long have you been PR? She can apply for a visitor visa to visit or look at immigration programs like Express Entry, if even eligible.

Don't consider myself an expert in this, but the government's instructions say quite clearly "You can sponsor your own parents and grandparents, related by blood or adoption.

In case of divorce or separation, you can sponsor your parents’ and your grandparents’ spouses, or conjugal or common-law partners."

The first part I've underlined would seem to cover clearly the step-mother if legal adoption was done before becoming an adult.

The second part also covers the spouse of the father in case of divorce, and might be written in such a way as to cover step-mother after death of birth mother and then the father - I emphasize I do not know.

This may be worth seeing a lawyer for a consultation before applying. But if the step-mother did legally adopt, the first line above would seem to make it clear that the only question is demonstrating this (the adoption papers). If the adoption papers can't be found, a laywer might be able to clarify the second point. (One could also research it, I bet it's there)

Note: personally I'm guessing that declaring the step-mother as such on the (potential) sponsor's own PR app is irrelevant - it was all disclosed and the legal parentage is not, I think, specifically requested on those forms. (Not certain). There's likely no misrepresentation either. If a lawyer being consulted anyway, look at this issue.

The father would need to be alive to include the stepmother on any sponsorship application.

Some small context I have filled my PR application and waiting for COPR and haven't yet been in Canada on PR... Does my situation allow me to make any ammendmemts? If yes, what should I be changing? Thanks

You need to be speaking to an Indian lawyer and the Indian government about proof that your stepmother formally adopted you. A noatrized affidavit is unlikely to be sufficient. You need concrete proof. Government documents where she is listed as your mother will also be helpful. If you have not even received PR you need to realize that your stepmother can not move to Canada with you. Even if you are able to sponsor your stepmother you can only attempt to do so after 3 years of a certain income and there is a huge competition for spots and no guarantees. If you apply to immigrate you need to be prepared for your stepmother to remain behind. If that is not an option, you may want to rethink immigration.

As @canuck78 outlined, first, this will at minimum take years. (When you're in Canada you can look at visitor visas of various types, but they are for visitors, not permanent settlement).

Then the question of how you document that you were indeed adopted - question of home country law. There must/should be some original court decision/publication or govt authority that registered this - but will have to be documented in India first.

As for whether you should make amendments to your existing application - honestly, no idea. In theory you could provide an explanation that your step-mother adopted you at age such-and-such and is your legal parent, but don't know if that would make any difference in future.
