Sponsor overaged non-accompanying dependent - lock in age

The father being principle applicant applied for PR (FSW) representing the entire family during June 2011 whereby AOR was filed. The family members (mother,son & daughter) including the principle applicant all took the medical tests prior and filed the application with accompanying status. However, after receiving PPR during December 2011, the principle applicant changed the status to non-accompanying which was confirmed in the COPR. The son was 18 years old at the time of PR application and daughter was 21 years at the time of application (TYPE A), however no further sponsorship application was filed nor change of status from non-accompanying to accompanying was initiated till date.

Both the children are above 22 years of age at present .

So regarding the lock in age, is the age locked in during the PR application or Sponsorship application (which was not applied) ?

After researching the forums , many have cited that the lock in age in the PR application is null and void because the application is closed now and since no sponsorship application was filed , there is no possibility to sponsor the dependents at present. Is this the case ? Please confirm.

In the official "find out if your child is a dependant" tool , under "H&C" , the tool cites the date of the PR application received rather than the date of the sponsorship application which, if so does this route guarantee sponsorship ?

In the "To be sponsored as a family member" , it enlists the questioning of Sponsorship application (which was not applied) . So is H&C the only possible route ?

Also, am i missing out anything and are there any other methods ?

Their ages were only locked in for the FSW application. They are too old to be sponsored now.

H&C would only be an option if they are physically in Canada - however the chances of success are extremely low.

Best option is for each of them to work to qualify for PR through an economic immigraiton stream like Express Entry based on their own education, work experience, language abilities, etc.

As @scylla says, the ages are only locked in for the first application. If they were non-accompanying then, they are now too old to be sponsored. The lock-in does not carry across applications.
