SPONSOR lives in quebec

Im currently living in montreal quebec with my wife.
She is international student.

I want to sponsor her, however im not planning to reside in quebec. After she finish school we will be moving to another province.
My question is do i have to apply for sponsorship in quebec? Or can i follow just thereqular sponsorship from CIC

If up to the time you plan to sponsor and is still living in Quebec you will have to state that on your application.

Without serious and concrete proof that you will be residing outside of Quebec soon (i.e. a house purchase, a signed lease, a job contract, university acceptance etc.), you will be required to obtain a CSQ as per Quebec's requirements.

Don't worry, csq process is easy and quick and after you got the pr you will be able to move to an another province without any problem

Maybe i was not clear. In canadian citizend and i want to sponsor her do i have to file sponsorship application to CIC mississauga and then wait for the letter in the mail after first approval and apply to quebec.

Will cic cintinue normal processing or transfer me to quebec. Quebec family sponsorship takes 3 years will cic is 25 months

You will send application to mississauga, wait to receive sponsorship approve letter(around 60 days)
During this time you will complete csq application for family sponsorship.
When you will receive your sponsorship letter approuval from cic you will send it to quebec with your csq application, the processing time will be around 1 month. When you will receive the csq, you'll forward it to your visa office.

You need to do more research on the process.

Quebec does not process immigration apps. A person who will be living in Quebec must obtain a CSQ during the process but at no time is the PR app transferred to or processed by Quebec. Only CIC processes PR apps.

Exactly and by "forward it" I mean that you'll need to send a copy of the csq to your visa office
