Sponsor family to take care of elderly parents

Hi,
My mother (an Iranian national with a CDN PR, awaiting citizenship) has Dementia.
3 of her children work and live in Canada and have family of their own. She still has one daughter in Iran, whom is single and retired. We need help as a family taking care of her as her condition is not going to improve and will decrease all the time. Is there anyway we can bring her retired and single daughter to Canada to care for her on a full-time basis while living in her house? She is being supported by her children financially and is not getting any help from the Government financially or health wise. We, the children in Canada, are willing to sponsor our sister and financially are fully capable of doing so. Is there any way this could work and if so how should we be going about this?

The short answer is that it's really not possible based on the information you've provided.

You cannot sponsor the her for PR.

The only other option would be to bring the daughter to Canada under a caregiver work permit to be a caregiver for your mother. However I don't think there's any chance she will be approved based on the information you've provided. To be approved, she would need to show very recent work experience in the caregiver field - specifically she would need to have at least one full year of paid work experience in the field within the last three years. Based on the information you've provided, IRCC will refuse her based on her lack of relevant work experience and the fact she is retired. IRCC will also suspect you are using the caregiver visa as a way of bringing her to Canada and this will be another reason for refusal.

I don't see any realistic path for bringing your sister to Canada to care for your mother.
