Sponsor Adult Child Inside or Outside

With the change of Government , probably CIC is going to change the maximum Age of dependent child back to under 22.

With this in mind:

I am a PR in Saskatchewan, and I plan to Land there next year, after that I would like to sponsor my child.

My questions:
How is the process of sponsor an Adult Child.

Do I need to take him to Canada with a Student Visa or Visitor Visa and apply inside Canada?
or
I need to apply for him living outside Canada?

Please share your experience on this, which Advantages I have choosing one option or another.

Any changes to how CIC does anything differently, will likely not be implemented for quite some time... If at all.

Chances are the adult child that you wish to sponsor will be too old at that time.
