SOWP - need help

Hi,

I am holding study permit and finishing my study on Apr 2020. My common-law spouse is looking to go to College for further education. And she just got her study permit, while the program starts on Sep.
Am I eligible to apply SOWP since she has a work permit and expects to study, even if it is not started yet?
ps. I have checked CIC website. There isn't specific term saying if i am eligible or ineligible because the program is not started yet. And I wouldn't be able to stay in Canada after graduation (I had PGWP issued three year ago and was expired). Please help me!

IF you get SOWP it will start in September. Do you not qualify for PGWP?

I dont qualify for PGWP since I had PGWP before and was expired...
