SOWP Extension Refused

Hi
We applied for SOWP Extension for my husband (his PGWP will expire in FEB). I am also a PGWP holder valid till 2021 and working under (NOC CODE B ) as an office administrative assistant. We got a refused letter stated that;
you did not provide sufficient proof that your spouse is working under Noc Code B job,
while we provide my Job letter and pay stubs. We explain everything in job letter noc code, duties , salary , hours etc.

Can someone please help me to understand that what could be the reason ?
