Your husband needs to sponsor him.

Thank you for you answer.
But his son include in our application, in COPR my husband has dependant(s) information:
UCI: # spouse - accompanying
UCI: #our son 1 - accompanying
UCI: # our son 2 - accompanying
UCI: # HIS SON - non accompanying
When we apply for PR, we have 2 options: include and not. If not - only sponsorship, if YES, we need to take medicine all tougether, and include all documents for him. And we did it.
We understand what happened.
As explained above, that son needs to be sponsored for PR by his father from scratch (assuming he's still under 22 years of age). That's the process you have to follow for non-accompanying dependents. You have to complete all of the paperwork again (including medicals, PCC, etc.).

And we can't do it, because we live in Canada only 2+ years, right?
No. As long as you meet the residency requirement you can sponsor him now.
