I have some questions that I hope/pray someone can help me with. Some background detail; I'm a Canadian citizen and want to sponsor my Korean wife. I have not lived in Canada since 2006, so I am a non resident, in terms of taxes.
1. Can I apply from Korea, and then move to Canada while the "outland" visa is being processed?
2. Where do I send my completed form? The guide reads "Mississauga" but I was under the impression that "Manilla" processes the visa.

1. Yes, you can apply from Korea, but CIC wants to see strong proof that you intend to move back to Canada, such as job offers, bank accounts, a lease or inquiries from you showing the effort of trying to find a place to stay etc.
2. All outland applications go to Mississauga. CIC then decides where they will forward your application to.

I was going to include letters from my parents and friends, shipping docs that state Canada as the destination, my non resident tax application, and a letter stating that I intent to buy a house from the person I am going to buy it from. Do you think these will suffice?

This will definitely help, especially the intention of buying a house, but only if you can prove your intention. A simple letter saying you're planning to buy a house probably won't satisfy CIC.
The shipping docs are good proof IMO but make sure to show that it's not just any shipment, but your personal belongings.
