Soft Landing

I have received a copr on jan 24,2021 .But currently I am in india and the copr expires in june.As per IRCC rules we need to travel to canada permanently but cannot do a soft landing.Is this correct?I am unable to move to canada permanently due to personal issues and will be only able to do a year late. I am up for soft landing inclusive of 20-25 days.Any idea how to cross this hurdle?
