I have valid study permit. In that it is written to work for on and off campus both. Also the officer told me that you are eligible to work for 20 hours while classes and 40 hours in semester breaks. But still facing this problem.

When did you land in Canada? Apparently some times the CBSA officer may not have entered your details properly or your details are still being processed.
Hi @Arsh122100 I've received a similar response from Service Canada yesterday when I went there to get my Social Insurance Number.
They gave me 2 options : Either to go to the airport and check with CBSA or they'll refer the case internally to IRCC and get back to me with my SIN number in 3 months time.
