My wife is on a community support program at her old school. She receives $1000 every month towards rent for being a young mom. Does that consider as social assistance? if yes and she opts out off the program, how long should we wait before we send a spousal sponsorship application to IRCC.

She is getting the money cuz she is a young mom and her social worker is encouraging her to go to college. According to the program, she will be disqualify if she doesn't go to school by Fall semester. Moreover, she stills has a full time job she's doing and the office is aware abt that.

To me it does not sound as regular income assistance from MSDSI (the amount is not the standrd IA amount and shelter portion of IA is significantly less than 1000). However it does look like it is the type of assistance which is provided to the clients based on their household income. This is why I recommend to contact the social worker and discuss if changes in the household composition (marriage) impact this woman's eligibility for this program.
Also it would be helpful to know exact name of the program in order to determine if particiation in this program can impact the topic starter's to be his sponsor.

She called today and marriage will definitely affect her eligibility.
The program is called Subsidized Youth Independent Housing
For youth (ages 16-26) living in Surrey who are homeless or seriously at-risk of becoming homeless, that want to secure and sustain housing.

Given that $1000 is actually way more funding than welfare for a single person I think that it will be a concern no matter what. Although there is no income requirement for spousal sponsorship you have to show you can support yourselves without government support. The monthly $1000 deposit shows that she is not able to support herself and child without government help.

According to her social worker, the funding is not coming from government. It a non profit community service call OptionBc in Surrey BC that's is assisting her.
Would this still be considered as a social assistance?
