I have 12 years of experience in Stainless and Arc Welding, how do I get a job with visa and resident permit in Canada?

Apply for a job and get a job offer. Employer pays $1000 and files for a LMIA to prove that no Canadian or PR can did the job. Then employer waits months for response and LMIA. Then you apply for a closed work permit which also takes months. Few employers go through the process.
