Sister Visa Refused

HI,
I am a Canadian citizen and applied a first-time visit visa for my sister. They refused due to below reasons:

1. You have significant family ties in Canada
2. The purpose of your visit is not consistent with a temporary stay given the details you have provided

Can someone help with the cover letter or letter of explanation to deal with the above refusals?

- How long a trip did she request?
- How much money did she show in proof of funds to support her trip?
- What ties to her home country did she show?

It was for 2 months.
No bank statement from her side. I showed my statement and took full responsibility for her all trip.
Ties: Her property, Husband, and 3 kids in her origin country.

Your sister need to show some kind of liquid funds in the bank even if you are totally paying for her trip. Did she also include her marriage certificate and birth certificates of her kids as supporting documents ?

It was for 2 months.

It is fairly unusual for a sister to visit for 2months with their 3 children and spouse abroad. Is there a reason such a long visit is required?
