sister applying as international student to canada but lives in thailand.

My sister works in thailand as a teacher, i applied her at concordia university, to take up masteral in Biology. We submited all the needed documents, paid fees, its been 4 months of waiting, last tuesday I called the school and spoke to one of the biology department staff, she ask me to call any of those faculty member to discuss about the research my sister will be studying before accepting her, where in, my sister student account was noted as follows: Your application is under assessed, we will contact you through email..so confused which is which???

does anybody have same issues about this?
im planning to change school? any suggestion?

This is an aceptance process. People in academic departments do not know much about acceptance process.
