What is the official time given by OINP in there website?

Well, in 2015 they had mentioned 90 days and people did get nominations in 90 to 120 days. However, in 2016, they have not mentioned any time frame and as such people have received AOR after more than 180 days. Some have received nomination now after 11 months.
So, consider yourself fortunate that you do not have to wait this long for nomination. You will get it in max. 4 to 6 months.
