Create two SINP accounts (you can use same email). Setup one for SINP EE and the other for SINP OID (choose do not have EE profile).
Complete application, upload all docs and submit when either opens up.

Correct. SINP will not permit you to proceed into SINP-EE module without the Federal Express Entry Profile ID, which will need to be created before trying for SINP-EE
If you are not eligible for EE and don't have EE profile with CIC then you can still apply for SINP.
SINP OID without Job offer sub category. It is comparatively lengthy process. But very easy like only 4.5 ielts bands, WES not compulsory, needed only 60 points in points assessment grid.

No, this is not in the list. You can't with this.

In above sr. no.-2 I have small query, as I have also applying for Federal Skill worker, for that I have already assessments of my document from WES which is called ECA (Educational Credential Assessment for Citizenship and Immigration Canada) Now do I need to reapply to get "ICAP document-by-document assessment" using same lengthy process where there is no change in mark-sheets or documents
Has any body got ICAP done from WES and can they tell me what is the difference between ICAP and ECA from WES
