They actually moved before the brother landed as a PR and immigration found out about this and suddenly requested to visit her in her home in SK where she no longer lived.

I would also be interested to know what ended up happening with this case. It is not a case of a PNP applicant not staying in his PNP province but a case of a family sponsor moving outside the PNP province before their sponsored PR had landed.
