I am exploring SINP option for PR.
The eligibility point grid under Factor II reads:-- "Close Family Relative In Saskatchewan(The applicant or accompanying spouse has a family relative that is a Canadian Citizen or permanent resident living in Saskatchewan)"
I have my family relatives who are Canadian Citizens, though not residing in Saskatchewan but in Ontario. I would like to know whether they can refer me under the SINP program or does it requires Canadian citizens too to be residing in province for referring anyone?
Actually I was talking to some Visa Consultant the other day and he said that you can get the 20 points if any of your relatives are citizens of Canada, living anywhere. That threw me in doubt. (Actually I am barely making the required eligibility criteria for SINP (60points) and I was exploring options for increasing my points. On CRS scale, its just 360 points so chances of getting an express entry is feeble. )

Express Entry- FSW: For eligibility, you can get an extra 5 points for relatives. This is to meet the minimum 67 points. For CRS points, you can get 15 points for a sibling who is a Canadian citizen or PR and living in Canada (link).
PNPs- the relative must be living in the province and show show proof.
Thanks for clarifying this. Btw, can you suggest me some pathways at this CRS score - 360, except Study Visa option. I am 28 and have a 4-years bachelors degree along with 3+years experience.

Yeah, I do understand. That's why I have enrolled for a 1 year PG Diploma to ensure points of two-or-more degree on education factor, and would be attempting IELTS again. But all these will take at least 7-10 months(award of degree and ECA of same), and as I am on the brink of age factor, I would like to explore any option which have chances of granting me ITA...whether PNP or any other programme except Study.

To gain points you need further education, Max out English scores, become fluent in French or get a job offer LMIA/Closed work permit. Again what is your NOC because some provinces (eg. Ontario) select certain NOCs.
