I am in the process of preparing an outland application.
I understood that i can only request a police certificate from Singapore after I get the COC request letter from the Canadian immigration office.
1) So do i submit the application without the Police Certificate from Singapore? Do i have to specifically note in the application?
2) When would i get the request letter from the Canadian immigration office?
3) How would i be receiving the request letter from the immigration office?
3) Once i get the Police Certificate, and where should it be sent to?

I'm assuming you are not a Singapore Citizen. If you are a citizen, you can request for S'pore PCC right away without request. If you are not a citizen, you need to wait for their request. What I did was just submit the application and mentioned in the note that I cannot include Singapore PCC here etc etc. When they started processing my file, CIC sent me a letter requesting for the S'pre PCC.
So to answer your qns:
1) Yes, you may. Just mention that in a cover letter.
2)You'll get the request when they start processing your file. Their request will clearly state that a PCC from S'pore is required.
3) I received an email. I'm guessing you will too. Print out the pdf document that states Singapore PCC is required and go to the Cantonment Complex in Outram Park. There they will submit a 'request' for PCC. I think in 4-5 days you go back there if your request to obtain PCC is approved and you'll be fingerprinted. You'll receive your PCC after about 2 weeks. Collect it in person. If you are not in Singapore, you can do this process online. You'll find the info on the Singapore Police Website.
4) Once you get the PCC, email it to your Visa Office. The email they send will contain an address where you have to send your PCC to.
I am a Singapore citizen and unfortunately i still have to wait for the request letter.
Certificate of Clearance ( COC ) is issued by the Criminal Investigation Department of Singapore Police Force to CITIZENS OF SINGAPORE to certify that a person has no criminal conviction in Singapore. Applicant must show documentary proof from the relevant consulate/immigration authority/government authority which clearly indicates that the production of the COC is required
He needs for Sg Police Clerance. All necessary docs and info was sent as attachment.
On his email, he got 5 PDF attachment, 3 of which are related to COC.
10 working days is the processing time.. So will be about 3 weeks considering the courier.
