SIN and health insurance card

I plan on landing at Niagara by crossing the border next weekend. I would also like to apply for SIN and health insurance card on the same day before I return back to US. Please advise if I will be able to apply for these documents on weekend? Also what documents are required to apply for the above mentioned documents? Thanks.

1. No COPR (immigrant visa)
2. You are not eligible for OHIP until three months after you take residence in Ontario. Proof of residence, Proof of PR.

I am landing for permanent residency at Niagara. Will I be able to apply for SIN card on the same day or after I get PR card? Thanks.
