Siblings Points- 15points in the CRS score

Hello, please I need clarification. This is the scenario.
Scenario 1: Wife is coming to Canada alone without husband. Husband however has a sibling in Canada. Can the wife claim the 15 points for sibling point?
Scenario 2: My brother is late and his wife (and child) is in the process of for EE. Can she claim the 15points for sibling as my sister-in-law?
