Hello friends, I am writing this on behalf of a friend that is struggling on how to go along with the below situation...
My friend came to Canada as a refugee 3.5 years ago with her husband and 2 kids. she came from a poor family.. she now has an 18year old brother that had to drop out of school due to poor living situations and to be able to work to help support his parents and younger siblings.. this brother is currently working for a mechanic and trying o save as much as he can to help his family. my friend is wondering is there is any ways of bring this brother here to live in Canada to be able to work here and have a new life where he can continue education and have a better future. this young man currently have about 3 job offers from family and friends around the city that will give him a place to work if he was ever to come to Canada along with some financial support/a home/ food and such.
I had recommended the Right or Permanent Residence to her and was wondering if there was anything else i could recommend.
Any suggestions help.

The "Group of Five" program might be a possibility if your friend is a PR, her brother is a refugee recognized by the UN or another country, the three people that are going to support him are PRs or citizens, and if she can find one more person to support him.

Right of Permanent Residence doesn't apply to his situation. This is for people who have already been approved for PR and are in the final phases of their application. It's not something you apply for separately and doesn't apply to bringing her brother to Canada.
What country is her brother from?
Are any of the family / friends willing and able to obtain approved LMIAs for the jobs they are offering?
Unfortunately either a study permit or work permit is unlikely to be feasible for her brother due to his sister's immigration history in Canada. Applying through an immigration program is the best path. As someone has suggested above, if he is recognized as a refugee and outside of his home country, then the Group of Five sponsorship program is a good option. Otherwise he will need to complete additional education and gain work experience and then try to qualify through an economic immigration program like Express Entry.
