She is currently following her husband who got a new job in USA and is currently staying in USA.
Can i claim 15 points from my sibling in Express Entry?
No, she is not a resident of Canada. She is current a resident in the USA.
Resident means physically living in Canada. Not just owning a house and paying bills.
So no, you cannot claim the points. If you try, when she is living in the USA, then it's clearly misrepresentation. IRCC will be able to check her details since the US and Canada share information.

Its my brother. He is living in usa since 1 years but he is coming here every 2 -3 months and going back. Yes he has house loan going in canada but not residing in canada
