Should I reapply in the federal skilled worker class?

I had applied under federal skilled worker class in nov 2008 but my application was returned due to wrong fees . now as per new laws on feb 27th, I donot come under any eligible jobs(the closest being manager IT, but i am just a software developer).

my question is that , If i reapply with correct fees now, will my date of application be counted as nov 2008 when I had initially applied or the current date when the application reaches them now?

Nov 2008 and current applications come under the same rule for FSW category 1.
