Should i raise webform regarding explaination of Refusal reasons? Please

Hi somedbody please guide should i send a webform for explaination of objections on my applications as , objections in second app are same as of one and i already provided documents about those objections. I have LoA for masters In Rural planning and Development in University of Guelph. My previous education was also in similar field. while Objection is about purpose of visit and immigration status in country of residence , i am permanent resident in saudi arabia , Basically i am from Pakistan, One more thing i applied with me 2 kids 3 and 5 year old . Pleass someone guide me further.

How are you a permanent resident in Saudi Arabia when you are from Pakistan?
