Should I have Licence in electronics for Saskatchewan PNP nomination ?

I am a electronics engineer with 7 years experience in India . My CRS score is 325, with this low score my only hope
is PNP nomination.
I was looking for Saskatchewan PNP nomination for my field

MY NOC is 2133.
I want to Know should i have a valid licence from Saskatchewan in electronics to apply for this province.
If yes how should i obtain my licence .

This is not in their Occupation in High Demand list. Where as getting license from out side Canada is at least impossible. There is no licensed job in the list. U can go for noc 2171 after some alterations on your job reference letter duties.
