I filed the online expression of interest in January, 2015. My score is 415
Only way to score seems to either do Phd (score 14 more points, no way i can do this)
Get spouse's WES done (score 10 more points, can do it)
Learn french (score 22 more (max), bloody tough, I assume)
Get canadian work experience (don't even know how to do it).
Min score for invitation has been 453 (I think). Wondering if there's any value waiting for invitation? or Is there another way I am missing to get more points.

Explore Provincial Nomination for 600 additional points. There are a number of PNPs opened, research each one to see if you qualify. Also, albeit difficult, see if you get a LMIA-approved job offer.
I'm assuming that you have a Master's degree because you talk about getting (rather not getting) a PhD. And that gives you 126 points for Education leaving you with 118 points on Language - correct me if I'm wrong.
On the basis of that, it appears your language test score is holding you back from cracking 450 - Did you score at least 7 in Reading, Writing and Speaking and more than 8 in Listening?
Either re-evaluate your IELTS score (if you have taken it within the last 6 months) or repeat the IELTS and score higher in Writing (especially), Reading and Speaking. Look at this link (http://www.cic.gc.ca/english/resources/tools/language/charts.asp) and aim for at least CLB 9. I'm sure you can do that.
