should i apply uni of ottawa even if deadline is gone

I am from India and deadline for Internation student was 1july and for canadians was 1 october. I send the email to University of ottawa asking whether can i apply for winter intake or not. Here is there reply
Dear Applicant,


The official date to apply and submit documents to complete your package was July 1st but this is not strictly enforced. Please be aware that a file cannot be evaluated until the application is complete and that it takes on average 8-10 weeks to evaluate a file and reach a decision.

So should i take the risk and apply for MS in computer science(course work) even if deadline for international students is gone.

It is too late now. It takes at least two months to get your documents evaluated after receiving all your documents. So apply for fall-2015.
