should I apply from the UK, current visa expiring in sept

Hello everyone

This is for my brother, is he currently in UK finishing up his UG in business administation from University of Wales
UK just axed their post graduate work permit program since this april and have his student visa only till september (He finished his course in June this year)
We are thinking he can continue studying in to Canada at Delhousie University or University of Ottawa for a one year postgraduate program or a two year masters degree program
respectivially.

Since his UK visa is expiring in two month should he apply for Canada for the winter intake from the UK or go to India and apply.
We are really confused

Any help is appreciated

personally i would say apply from home country otherwise they might think he is going for back door immigration since the UK has cancelled the post study visa. also going back to his home country could possibily help demonstrate his "home ties" as i have seen alot of people on here who have been refused visa solely on the fact that they have not shown home ties or convinced the VO that they will leave canada after studying.

well if they overlook the fact that he is a student here (UK) then an sure the processing time (if every thing goes well) should be alot faster than it would be if he were to apply from india. he could possibiliy apply from the UK if he has a very good and convincing SOP (statement of purpose) and also, being that he is intending to go immediately after his undergraduate degree could be a convincing factor as oppose to someone who has gaps in education (if you get what i mean), but these are just my assumptions, probably best to speak to a good immigration advicer about it.

Well friends i have the same case as m too a student in the Uk and my visa is expiring in October.
i agree with what u all advice but my question is
1) that can i show my UK personal bank statement of £15000 ($22500) when i apply from my home country i.e. Pakistan??
2) for how long the money should be in account??
3) will the accept the London, UK bank statement providing its in £'s and they ,may get to know that i was a student then.

Waiting for ur advice.
