Should I Apply For Masters Program or Post Graduate Diploma to Get Ontario PR?

I'm Arage Ali, currently residing in Karachi, Pakistan. I wish to Immigrate to Canada and get a PR . Currently I have been accepted for 8 months Post Graduate Diploma with Co-op option in Seneca College, Ontario. Due do higher fees and Low GPA I have not applied for any Masters program and of course if I apply now it will probably take 6 months to get any admission feedback. I have the following profile:

Graduate Degree: Bachelor's of Business Administration
CGPA: 2.23 approximating 75%
Work Experience: 4 years in Financial Institution

Please apprise me If should go for PGD in Seneca College or apply freshly for Masters Program to eventually get PR?.
Hope to get critical response on this forum.
