Short Visit on PR and then back after 2 years

Hi,

I am here on a short visit to activate my PR and will be back after 2 years on a permanent move.

Please advise If I should apply for the following:
1. Universal Child Care benefits
2. Canada child tax benefit
3. GST/HST Credit.

My Gross taxable Income in India will be about CAD 85k and will be paying a tax of about CAD 17k for the current year.

These benefits require you to not only reside with the child (UCCB/CTB) but to have residential ties to Canada as per tax law not just in relation to immigration law. Typically those not living in Canada don't meet the criteria. Will the 17K you pay be to CRA? Is this under a dual tax treaty?
