If you still score 67 under Eligibility after moving work experience from work history to personal history, then you are good.

If you are doing it for a dependent, 100% sure that you can do it! About primary applicant, I'm unsure.

I did the same for my dependent(spouse) after talking to a RCIC, so you should be good. The RCIC gave me two reasons for doing so, first it was unnecessary paper work to get employment letters for my spouse as I wasn't claiming any point. Second, the more docs you submit to IRCC, the more time it would take for them to process your application.

I had a single POF letter that showed funds that were required for the two of us.
