I think what you want to know, if a person Marry a Canadian Citizen/ PR how he/she can come to Canada. The answer is, he/she would require to be sponsored by Canadian resident spouse. However, if CIC suspect the Marriage is Marriage of Convenience (i.e just to get Canadian immigration) then the sponsored person could be in trouble.

If a person in Canada (with a visitor status) gets married with a PErmanent resident or Citizen, he or she can live in canada.
To live in Canada he / she can submit spousal sponsorship application within Canada and during the process he/she must remain with a legal status ( I.e visitor) by applying for a visitor extension ( which is rarely refused in case of spouse or for pr applicants under process.
The spouse may also get work permit which will enable him/her to work during the pr application process.
