Can I submit my VISA file for SEPT 2019 intake? I have the offer letter from the college. Or is it too early?
 
You definitely can .
I’ve been accepted to Sep2019 intake and applied for a study permit in OCT.
I’d advise to apply now so if they refused your application then you’ll still have time to apply again and again.
