I want to withdraw my application, but the representative is asking for a hefty amount for releasing the file number. Is there a way out that I can withdraw my application without the file number or any other way to track the file number so that I can send the withdrawal application?
I am not a senior member, but still my 2 cents, send email to CHC, where your application is being processed, provide your name, address, date of birth, passport number, any other authentic info. You can let them know that you dont have the file number, reason you know (you can tell them too).

You can any time withdraw your conset to your representative. You don't have to pay your rep. a cent for withdrawing your application.
The same form you use for authorize your rep. at the bottom of the form, there is an option to cancel your rep. do that and contact the office too.

If you are withdrawing because of representative fee may you can send mail to CHC to ask them if they can send you the file number, you may write your name , place of birth, date of birth, category in which you apply. I am sure they will send you the file number then you can cancel contract with your representative. Try to get your file number before he send an e-mail to immigration office.
If still you need to withdraw you may communicate with immigration office with your name, date of birth , place of birth, nationality, date of application submitted and the category you applied. Hope you will get your fee back.
