SENIORS. Help me - CIO responded

Dear seniors,

I have submitted my application which reached CIO on the 20th of December 2011. The processing fees haven't been transacted so far and I have received no response from CIO.

A couple of months ago I sent an e-mail to CIO and they replied that they have no record of my application and further I sent all the confirmations from DHL that the application has been achieved by CIO, so it had reached the destination properly. But, the CIO sent me an e-mail today, citing:

"Please be advised that we currently have no record of your submission. However, it could be in the queue for initial processing. If you wish to submit a status enquiry in 3-4 weeks, a further search can be done."

I don't understand the meaning of it (!). What does it mean "...in queue for initial processing?". The CAP for NOC 3112 has been reached since January 2012. What does "initial processing" mean????? Does it mean that they haven't passed the review of my application and they will automatically include it in the applications to be made after 1 July 2012?

Also, what is "status enquiry"? What is the purpose of submitting a status enquiry?? How can I submit a status enquiry and above all, is it advised that I submit a status enquiry? If I do submit it, what can I expect further? After I submit it, can I expect that after finding my application the CIO will consider my application within the ones made on December 2011?

Please please advice me. I don't know what to do. The application fee hasn't been transacted. Should I withdraw the fee from my bank?

They will definitely not include your application after july 1 (with the resetted cap).

Possible reasons for your situation might be
- DHL has lost your application before it reached Sydney (they might have delivered a large number of letters on that day where they - DHL - just assumed that your application was included)
- CIO has misplaced your application
- cap for your NOC was already reached when they got to your application, therefore it was returned by regular mail and was lost in transit (in these cases CIO will not keep a record).

Others might know more.

You will probably never know for sure what happened. Prepare to apply again in july.
