But am little confused while going through the Quebec official website....in the List of training areas....first of all I will tell my story...

In April 2001 I completed my first Engineering Diploma in Civil from India, In 2004 completed my Bachelor in Civil Engineering from India, In 2009 completed my Post graduate diploma in Construction Management from UK, presently doing my Masters degree from UK through distance education from India.....

From this will be good for me to settle in Quebec and apply for the CSQ?....In between 2004 & 2009 I was working as an Engineer in United Arab Emirates too.... still can I apply or any chance for rejection....shall I get additional points for my degree in section B & C of the training list.....

You can apply on basis of bachelor's degree with 4 or 5 years experience. But its highly doubtful that your post graduate diploma will fetch you any points. And distance education is not considered.
If you have sufficent French language skills and/or are willing to learn the language and if your occupation is listed than you should apply.
But there are no garuntees in visa.
Better go through Quebec skilled worker board or provincial nomination board to get a picture.

Thanks for your back message...anyway the list you notified s the NOC list right.....and am planning to join for the French classes n Alliance Francaise as soon as possible.....also for the work experince factor shall I want to collect the new experience certificates too...
