thanks zardoz, ..yes I know but recently one of my friends when approached to an immigration consultant in Canada was told that it is illegal for any person either to carry them or courier them outside Canada. so just wanted to have a fresh opinion on it , cheers

Yes, I stand by my comment... It is not illegal to send a PR card via a courier overseas. What CIC are objecting to is the use of a "Representative" as an intermediary. There is nothing in IRPA or IRPR about sending PR cards abroad being "illegal".
I have couriered pr card of my brother to Europe, just couple of months ago.
Reached without any issue within 4-6 days. Many people do it. People can't wait 80 days sitting just for cards. Life has to go on.
Time to ditch that "consultant" if he says it's illegal. This is why these "consultants" have no credibility in my books.
Thanks zardoz and canvis, One of my friends has rented a postal box (UPS) cuz he did not have any relative or friends in Vancouver. And according to him UPS gonna forward his PR cards and other docs to him once they receive. So looks like it can't be said illegal as such, but yes unsafe to some extent , that's what I have understood.
