Please provide me suggestion as how can i send passport to US or canada for Visa issuance for my PR.
I am staying in india. From India, It seems we cant sent by courier. Even consulate will not return if it is sent by mail outside from US or Canada.
Can I request for passport stamping at delhi office.

Sending passport outside current residance country its against law. you will be in trouble if your passport will lost, if custom border people scan documents parcel and they found passport in the parcel.

Why do u want to send it to Canada for stamping.
New Delhi will issue Visa and I believe you have submitted all ur documents to New Delhi Office or buffalo ?
if he not submitted at N.delhi office or he submitted in some other country office as he mentioned than he have to transfer his case to local office and it will be take time upto 6months.
but bottom line is do not send your passport outside your current residence country.
I sent my PP with one of my friend who is going to US, after stamping I got my PP back with one of my friends who is coming to India.. Hope this helps. they never had any issues with the customs. Let me know if you need more info
Thank you. Actually my files are getting processing at Buffalo, NY. I had applied when I was in Canada. Now My Visa is expired and I am in India. So, i am facing this difficulty. Please advice whether it is possible to authorize some one and he can take passport for stamping.
Reshma123 , if you send hand to hand by some friends or some trusted person thats fine, if you sent by courier or registered post than its problem for the person who sending Passport outside the home country or current residence country. as per passport rules its illegal to send passport outside your current residence country.

Thank you every one for guiding me. I am not sending it by Post from India. It seems authorizing some trusted person seems an option.
As, transferring the file to Delhi does not seem possible. Please suggest what all docuements need if authorize someone. Like any specific format we have for authorization.
