I am guessing that recipient, CIC may have a big backlog of passports for processing and have asked Canada Post to hold new deliveries for some time. Both being government department, may have such co-operation agreement......CP should be able to clarify the hold.
Hi guys - I am in the same situation. My package was supposed to be delivered today (via Canada post expresspost) but the status says "Item on hold at recipient's request"... CP wasnt helpful and said they are not sure what that means and opened up a ticket to investigate.

FYI All - My package was finally delivered the next day. Apparently, Canada post brings the package to the CPC building and it goes on hold until the appropriate staff members from the CPC department comes to pick it up. This is the normal course of packages to CPC ottawa. I was given this info by a Canada Post customer service rep.
