Self-employment for FSW HELP :)

Hello.
I have recently graduated from a college and obtained a PGWP.
I work 40 hours per week as a software developer in a company through an agency.
I signed the independent contractor agreement as a sole proprietor and the agency pays me biweekly.
IT is not deducted but CPP and EI are deducted from my pay.
After working for a year, am I eligible to apply for FSW?
I heard self-employment work is not eligible for CEC... what about FSW?
PLEASE HELP
