Secondary applicant can not land before COPR expiry -

My spouse who is secondary applicant on our application is unable to travel canada before our COPR expires in July 2020. Does anyone know what happens if only primary applicant lands first and the COPR expires ? Its risky in current situation to leave job in home country and then travel, Hence we are thinking of going one person at a time and look for a job. Any suggestions welcome.. My spouse was supposed to be transferred to a job through internal transfer via his employer in april , but due to COVID they have put hold on all transfers.It is unlikely for it to be lifted before August as per company policy.
