Thank you for your response PMM,
You mean if I get CLB 5 in TEF,then I will get the full 24 points?or CLB 5 is the minimum requirement?

Depends on what your IELTS score is - if you get a 16 in ielts and a clb 5 in TEF (4 points), you're score would be 20
