You're really out of luck here. Not sure if H&C can even help in your case. Even if you could do the sponsorship, that will take a year. It's not something designed for urgent situations like you're describing. Your best bet is a TRV if it's urgent and you need to be together.
Sounds like getting PR is not urgent, being together is. Which are two different things and you don't need sponsorship to be together.
