In order to be approved, your wife should show ties to her home country (e.g. proof of employment, property ownership ideally), funds to support her trip, and any previous travel to countries requiring visas suck as the US and UK.

My spouse travelled to her country after her restoration of status was approved, since she travlled back home and status was valid until feb 2022, can she apply for visitor visa to enter Canada or if i have skilled job can she apply for OWP? our PR application is in progress and i am PA. i know its not a great question but what are the chances of approval provided prebvious history of refusal? or should we wait for our PR application to be approved?

She can apply for a TRV or OWP. I can't tell you what the chances of approval are. She needs to make sure she declares any previous refusals in the application.
